HCT Group's Ash Grove depot will see a 24-hour walk out this Friday after transport union Unite rejected HCT's 2.25 per cent pay increase.
All four of HCT's Transport for London red bus routes will be affected: the 394 Angel Islington to Homerton Hospital, the 153 Finsbury Park to Liverpool Street, the 388 Hackney Wick to Embankment and the W13 Woodford Wells to Leytonstone.
The Econmic Development Network led a very successful event looking at partnership working between big and small voluntary sector organisations. There are currently Ways to Work Tenders including specialist ways to work reaching hard to reach groups - and lead organsiations have agreed to look at partnerships with specialists.
The Economic Development Network is proposing the following forward options:
1. those who will be putting in an expression of interest and (Option 1)
2. those who will not be putting in an expression of interest but who have some relevant expertise in a relevant area (Option 2).
Option 1
If you are going to put in an expression of interest by December 7th 2009. Please email me confirming this. It would also be helpful if you might be able to outline what types of expertise you might be looking for from any potential partners.
Option 2
If you will not be putting in an expression of interest but are still interested in offering your organization particular expertise to a potential lead partner. Please email Crystal @HCVS.org.uk highlighting your area of expertise relevant to the delivery of the Ways into Work Programme.

Jenny Willott attacks Tory 'big society' policy

Conservative plans are fanciful and dangerous, says Lib Dem charities spokeswoman
Jenny Willott, the Liberal Democrat spokeswoman on charities, has accused Conservative leader David Cameron of wanting to get the third sector to underwrite the costs of delivering public services.
In the keynote speech at an NCVO conference in London yesterday, Willott attacked the Conservative Party's ‘small state, big society' policy and said it was "a thinly-veiled part of a traditional Tory tax-cutting agenda" .
"The Conservatives want the UK to develop a low tax, US-style philanthropic culture overnight," said Willott. "This is fanciful and decidedly dangerous."
Willott said the charity sector should play a greater role in public service provision. "But this should be driven by local and community innovators working in the sector, not by Tory ministers based in Whitehall," she said.
"This type of innovation must be allowed to develop gradually. This means safeguarding grant funding and creating a level playing field so that charities can properly compete for, and win, contracts against their private sector counterparts."

The Nationwide Foundation and Charity Trustee Networks (CTN) have revealed they are to work collaboratively to provide support and guidance to trustees.
The partnership aims to offer governance support to the boards of major grant recipients of the Nationwide Foundation, including the trustees and chairs of eight charities benefitting from their Investor Programme.
The deal will help to achieve the Nationwide Foundation’s aim of building the resilience of the charities it funds through a range of services, including trustee training, strategic review meetings and consultancy. It is hoped these measures will build the capacity of grant recipients and enable them to work more effectively than if they simply received grant funding.
The chief executive of the Nationwide Foundation, Lisa Parker, said:
“The Nationwide Foundation welcomes this partnership as an opportunity to invest in charities, over and above providing core and project funding, to ensure they have an effective Board of Trustees and good governance structure in place. The Nationwide Foundation wants the charities it supports to be in a strong position to continue their good work once funding has ceased.”
The chairman of CTN, Rodney Buse, added:
“Charity Trustee Networks is delighted to be working with Nationwide Foundation. Trustees have a high level of responsibility and must also keep themselves fully informed about the work and running of their charities. We recognise the effort needed to give this level of commitment and aim to provide support to ensure trustees work efficiently and effectively.”

Voluntary network One East Midlands causes controversy by applying for BME funding.
The decision of One East Midlands to apply for £67,800 worth of funding from a Capacitybuilders scheme specifically designed to ensure BME views are taken into account in regional policy-making has been criticised by grassroots organisation Beam, who argue the group is not BME-led.
Beam represents local BME groups in the East Midlands and has described the decision to apply for funding as "lacking legitimacy".
Shamsher Chohan, co-ordinator of Beam, said:
“The agenda needs to be initiated and led by BME organisations.”
Beam will also be organising a petition to support BME communities in developing their own regional voice.
However the chief executive of One East Midlands, Rachel Quinn, responded that although the organisation was not BME-led, it had enlisted a BME policy forum, led by local BME groups, which would help to set its priorities.
Ms Quinn said:
“We are creating a space where BME groups can come together. We are not trying to lead the agenda.”
Capacitybuilders have approved the organisation’s bid for general funding but have yet to make a decision on its BME bid.

Acevo fears third sector will be disadvantaged in providing health services

Health secretary Andy Burnham says NHS is 'preferred provider'
Charity chief executives body Acevo has said it is "deeply concerned" about comments by the health secretary Andy Burnham that the NHS should once again be the preferred provider of health services.

Burnham's comments, which have been welcomed by trade union Unite, have significant implications for charities currently delivering health services on behalf of government.
His views are being seen as a reversal of the recent trend towards opening up the provision of state services to not-for-profit groups.
"It's profoundly worrying in terms of the third sector's ability to compete on an equal footing," said Peter Kyle, deputy chief executive of Acevo. "You can't have equality and a level playing field when one provider is preferred. Charities have to be sure when they bid that they have a reasonable chance of winning."
Kyle, Simon Blake, chief executive of sexual health charity Brook, and Jeremy Swain, chief executive of homelessness charity Thames Reach, have signed a letter to Burnham organised by left-wing pressure group Progress.
It says: "Now is not the time to alienate important sectors that hold much goodwill and are potentially the key to the citizen-centred, high-quality health services of the future."
Unite yesterday congratulated Burnham.
"The not-for-profit sector cannot provide the stability needed for health provision due to the short-term nature of its funding, its high staff turnover and its race to the bottom on staff pay and terms and conditions," said a statement signed by Rachael Maskell, national officer for the not-for-profit sector, and Karen Reay, national officer for the health sector.
"As we have seen in the provision of services for children, charities do not share best practice as they compete with each other over contracts.
"We believe that charities do have a place in the health service, but as add-on services such as Macmillan Cancer Support's Macmillan nurses."

3SC says 200 third sector organisations have shown interest in joining bids
Third sector bidding consortium 3SC is hoping to win three further public service delivery contracts worth tens of millions of pounds.
The organisation, created by The Social Investment Business to make large-scale bids for public sector contracts on behalf of small sector organisations, will bid for the following: Progress2work, which helps very hard-to-reach individuals into employment; Backing Young Britain, which will involve charities offering mentoring and work experience to young people in the UK; and the second stage of the Future Jobs Fund, which has been set up to create 150,000 jobs by 2011.

The consortium is already delivering 3,000 jobs under an existing Future Jobs Fund contact.
At least 200 third sector organisations have expressed an interest in participating in the bids.
"We've had high levels of interest in these bids already," said Richard Morgan, director of communications at 3SC, "but we're interested in hearing from other organisations that might want to get involved.
"Our current contract to deliver jobs under the Future Jobs Fund is going well. We've had commitments from people to fill all the jobs we're contracted to deliver."![]()
CPAG are delighted to have won our legal bid to stop the Government clawing back millions of pounds in benefits overpaid through DWP errors. CPAG brought the case after 65,000 benefit claimants received letters threatening court action if they did not pay back the money - which caused considerable distress to thousands of families with children. Judges in the Court of Appeal ruled the Government had no power to recoup the overpayments unless they were the result of misrepresentation or fraud. They also ordered benefits officials not to send warning letters in future. However, the Government is now appealing the decision.

Bursaries fund for volunteer managers

Office of the Third Sector will provide money for training and best practice work
The Office of the Third Sector has announced that £1m in bursaries for volunteer managers will be available from April next year.

The bursary fund is the latest part of the OTS's £3m volunteer management fund, announced in May, which will be made available to charities and volunteering organisations.
The £1m fund will support training for volunteer managers who coordinate day-to-day volunteering activities as well as for people involved in volunteer management strategy.
Infrastructure body Capacitybuilders, which is distributing grants from the fund, has invited expressions of interest.
Angela Smith, Minister for the Third Sector, said: "This programme will enable volunteer managers to be better connected to existing support, share knowledge effectively and raise awareness of the benefits of good volunteer management."

Shah: Competitive fun for investors is part of Kiva's business plan
Online gaming techniques are being adopted by pioneering microfinance organisation Kiva in its bid to generate (US) $1bn of loans.
Kiva claims to be the world's first person-to-person microfinance website. Potential investors can log on to www.kiva.org, browse profiles of people who want to start a business in the developing world and then make a small loan to an entrepreneur of their choice.
Kiva's co-fonder Premal Shah was in London last week giving a speech about the future of social investment at innovation foundation NESTA. He told the audience about his organisation's ambitions and said competitive 'fun' for the investors was an important part of the business plan.
Shah said: 'We have people who claim they wake up at 2am to see if a loan has come online in a country they want to lend to.
'We think where Kiva needs to go in the future is to become a really fun, addictive experience.'
Shah bounded with enthusiasm as he showed off the online groups that had formed among investors on the website. As with online communities that play war games, the Kiva community has organised itself into competing groups. However, instead of banding together to storm a virtual hill, these groups aim to claim the top spot on the Kiva site - to become the group that lends the most.
Currently, the Atheists and the Christians are locked in fierce battle for the top spot but former leader, the Obama Group, is close behind.

The Health Work and Well-being Challenge Fund from the Department of Work and Pensions is open. The fund is for new projects which aim to improve the health and well-being of employees. Projects to improve mental well-being in small businesses will be a priority. There are two bidding rounds - the first one has a deadline of 31 December 2009, and the second round is open for applications between September and December 2010. Small and medium sized businesses with between 1 and 249 employees, and local partnerships can apply for between £1,000-£50,000 in each year. See the fund website for more information.

Faiths in Action round 2 is now open. The fund is for local projects and activities that have a clear focus on faith or inter faith issues. It is open to faith, inter faith, voluntary and community sector organisations at national, regional and local levels in England.
The maximum size of a grant in Round 2 is £6,000. Round 2 is a rolling programme with no formal deadline for applications. Applications will be accepted in the order that they are received, until the fund is allocated.
The fund is sponsored by Communities and Local Government and administered by the Community Development Foundation (CDF). See the CDF website for more information.
Grants of up to £30,000 are available to local resource centres to allow them to make small scale improvements to their premises, to improve availability, quality and accessibility of accommodation or shared facilities, for local third sector organisations. The deadline for applications is 24 December 2009. Early applications are more likely to succeed with priority being given to applications received by 14 December 2009. The Legal Services Commission tender process for contracts to deliver mainstream face-to-face services in Immigration and Asylum will begin on 30 November 2009.

Mind has received funds from the Big Lottery Fund to run a £7.5million grant scheme as part of the Changing Spaces environmental initiative over the next five years.
The Ecominds programme, run by Mind, opened on 18 September 2008. This programme is for a range of groups who want to encourage people with experience of mental distress to get involved in environmental projects, such as improving open spaces and wildlife habitats, designing public art and recycling.
Ecominds will help reduce the stigma surrounding mental distress and help create a society that treats people with experience of mental distress fairly, positively, and with respect.
The programme will award grants of up to £250,000. Four different levels of grant are available:

The Hilden Charitable Fund has announced that the next deadline for submitting applications is 29 January 2010. Within the UK, the Hilden Charitable Fund makes grants to projects that address disadvantages, notably by supporting causes which are less likely to raise funds from public subscriptions. In particular, the Fund wants to support projects that address homelessness; asylum seekers and refugees; community based initiatives for disadvantaged young people; and penal affairs.
Preference is given to supporting small community organisations with an income of less than £200,000 per year. During 2009 the average grant given was £5,000.

The Regional Innovation Funds (RIFs) were established in April 2009 as part of the Darzi Next Stage Review which placed innovation at the heart of the NHS. Diabetes is the commonest chronic illness affecting people in Hackney. It is increasingly recognised that detection and early treatment of diabetes associated problems can prevent disability and premature death. Diabetes Services are being modernised and expanded to meet this challenge.
The Diabetes Eye Screening service plays a key role in helping the problem of diabetes related eye disease. The Diabetes Eye Screening service aims to detect and offer early treatment to people with diabetes who are developing sight threatening eye disease.
As the nominated Failsafe Officer & Administrative Team Supervisor for the City, Hackney and Redbridge Diabetes Eye Screening Programme you will be responsible for the administrative and governance support structures within the service. Your role will be vital to ensure continued compliance with all National Screening Committee parameters.
You will be responsible for ensuring the implementation and maintenance of failsafe and governance systems in conjunction with the Programme Manager. It will be expected that you will provide direct line management to the administrative staff working in the service.
You will need to have excellent skills in excel and IT, and an ability to manage patient information. You will be efficient and well organised, a good team player with a flexible and proactive approach to your work and demonstrate strong leadership skills. We are looking for a Project Coordinator to lead on the development and implementation of the Think Family agenda within children’s and adults services across the City of London and in partnership with stakeholders. You will lead on the systems change required to implement whole family assessments and family support plans, building on the City’s current strategic partnership arrangements and working closely with colleagues as part of our already established early intervention model of working. Ideally, you will have experience managing projects within a multi-agency setting, preferably within the statutory sector. You will be committed to the development of coordinated and holistic service delivery for vulnerable families and have the determination to drive forward the Think Family agenda with both Children’s and Adult services in the statutory, community, voluntary and third sectors. Our new ‘Targeted Health Outreach Workers’ will support young people to:

• Increase their skills and confidence towards greater independence
• Sustain relationships with their family and friends.
• Offer a ‘person-centred’ support plan to enable a young person to take important steps towards their future.
Applicants should be experienced in communicating with young people with special needs. They should be able to structure activities and community involvement so as to promote positive outcomes. We are looking for an experienced manager, with contracting, performance management or Mental Health Services management experience to join us to develop our Commissioning of Mental Health Services within Primary Care settings.
You will be responsible for managing a range of contracts as well as progressing the primary care mental health agenda. This may include reviews of service provision and integrated working with local partners and service providers.
Located within the PCT’s Commissioning Division, you will develop close working relationships with other commissioning colleagues in public health and Practice Based commissioning, with local partner agencies (e.g. the local authority, education) in secondary care, and with the 3rd sector.
You will have excellent verbal and written communication skills, well developed analytical skills, background knowledge of related health and social care policy and be able to develop effective working relationships with a range of agencies and individuals.
You will also be able to work well independently and as part of a team.
This is an excellent opportunity for someone who wants to build on their existing experience and develop commissioning skills.

The Adult Community Rehabilitation Team is a forward thinking service that provides interdisciplinary rehabilitation to adults; the service is split into two specialist pathways, neurological and physical conditions. The team consists of physiotherapists, occupational therapists, speech & language therapists, disability counsellor and clinical psychologists. The team is supported by a Consultant Allied Health Professional, Consultant Neurologist as well as rehabilitation assistants and administrators. Therapy intervention is goal directed, flexible and not time limited. The service is essentially community based; however there is opportunity to provide intervention in our onsite outpatient facilities. An exciting opportunity has arisen for a dynamic, forward thinking rehabilitation assistant to work with the COPD Lead physiotherapist in the physical conditions section of the team. This post will give you the opportunity to work alongside the COPD Lead physiotherapist, carrying out a range of different treatment interventions as well as some administration duties. The successful applicant will also contribute and assist with the running of group-based rehab classes such as Pulmonary Rehabilitation. An understanding of the field of rehabilitation would be advantageous. This post would suite an individual who is interested and motivated in developing their skills in community based rehabilitation.

• Regular supervision and support from senior specialist clinicians
• Regular In-service programmes and further CPD opportunities

The Social Enterprise Coalition is looking for examples of how commissioners have used innovative ways to get greater value from their commissioning. This could include the creation of new social enterprises, the use of community benefit clauses, building capacity and user involvement.
The Coalition is part of the National Programme for Third Sector Commissioning Partnership. Their role within this initiative is to research good practice and develop detailed guidance on commissioning from social enterprises.

Third Sector and nfpSynergy seek views on the challenges facing charities
The views of charities and voluntary organisations on matters such as the recession and the forthcoming general election are being canvassed this week and next in a survey by Third Sector and research organisation nfpSynergy.
The third biennial State of the Voluntary Sector survey is open now, and includes questions on subjects ranging from the effectiveness of government initiatives to the provision of public services and the challenges facing fundraisers.
The results of the survey, which closes on Friday 4 December, will be published in January next year in a special feature in Third Sector and on Third Sector Online. Respondents will be entered in a prize draw for Champagne and Amazon vouchers.
The Volunteer Rights Inquiry set up by Volunteering England met for the first time yesterday (25th November). The inquiry is "a short, focused exploration of the issues and potential solutions around the subject of volunteer rights" including the options for redress when things go wrong. How to submit evidence will be announced in December, with evidence gathering sessions in early 2010 in London, the Midlands and Manchester. Ofsted is reviewing arrangements for the inspection of adult and community learning. This consultation outlines how it proposes to develop and use the common inspection framework to focus on improvement in adult and community learning and to ensure inspections for providers who offer a range of programmes are coherent.
It’s particularly important that third sector organisations take up the opportunity to comment on the proposals and suggest what they think would work for informal adult learning at the local level.
